What's the Kid Patrol?
Well according to this post, Kid Patrol is a volunteer program for SHIELD agents. They have several section, and one is a task force to head out when there is a disaster and take care of the kids.
They also have a foster system and checks on children/spouses of SHIELD agents.
They also respond to missions when children are involved — not to gather information but make sure the children are ok.
They have therapy groups for kids of shield agents, therapist for any agent who fails a surprise check (depending on the level of infraction).
So yeah that’s the Kid Patrol apparently.
