Gov. Larry Hogan has been in office now for a month, and he's already faced tough questions about his handling of the Children's Medical Services. This is a health care program that has a budget of more than $200 million and serves all the Maryland counties that make up the State of Maryland. The program pays for in-home visits by pediatricians, nurses and therapists to families with young children.
The administration's budget proposal calls for a partial cancellation of a new state law that states the state is prohibited from enrolling new children in the KidsCare system until the federal government no longer covers the full tab. That will happen on September 30th when federal Medicaid funding falls to 90.5% from its current maximum. No new children are going to be added under the program. The state says that it plans to make up for the lost funds by increasing fees on existing KidsCare patients.
What do you think of the proposed cancellation of this law? Can Maryland parents be sure that if their children become uninsured, that they will not be turned down for emergency care or other services?
When kids' health care first became a priority issue, there was much concern that the program, if expanded too rapidly, could result in shortages and delays in care. But that concern seemed to fade as the system went along and became better known, especially since there were fewer uninsured children than expected.
If the health care reform bill passed by Congress can't be changed, it seems to me that KidScare is safe. After all, this is a program that the federal government supports fully, so if it is cancelled by the state, who will pay for the services?
Some critics of the health care system in Maryland fear that if KidScare isn't supported, it may become another government entitlement. That will cause the system to expand, costing even more money.
But even if it were to happen in Maryland, wouldn't it take some time before people could get to know what would happen, and how it will affect them? How about a month or two?
I don't think it's right for the state to cancel KidsCare. We need to keep kids in our community in case they get sick, or have accidents and can't get at home.
There are always ways to help the state cope if it wants to. Many other states provide Medicaid health insurance to people who don't have it through private companies, but some can't afford that.
And because there are so many uninsured children in Maryland, we must be sure that the state gets as much money from KidsCare as possible. Some believe that's part of the reason why they are canceling it.
Is that fair? Is it fair to the people who pay the taxes? I have a hard time believing so.
But I am at least glad that it's a good idea for the state to look at things realistically. if the federal government won't help, then it will likely have to do it by cutting costs elsewhere.
So, if you agree, then I suggest that you speak up now. Tell your state representatives that if they don't pass the Health Care Reform Bill, you plan to stay home, because they'll be forced to make you pay for health care for uninsured kids anyway.
And that's not something you want. Especially, not when there is a better way.
It's time to change the health care system in Maryland. If you really want to save KidsCare, and if you truly want to help the state, then you'll have to do that now, because if you delay, the bill might be back on the agenda next year.
KidsCare needs funding, so please, tell the politicians. Please tell them why you believe it should be supported.
