Korean Grammar -기로 하다/했다 - decide to do..
When you want to say that you decided to do something, this is your grammatical pattern. For the meaning of to decide to do something, you have to use the past tense - 했다 since the decision was already made. When you use just the present tense form of 하다 you can make a suggestion or a promise to do something with someone else just like the pattern -(으)ㅂ시다.
This pattern is always used with action verbs. If you want, you can use the verb 결정하다 (to decide) instead of 하다. While doing this, the sentence becomes more direct.
(very easy and straightforward)
Verb Stem (action verb) + 기로 하다/했다
