After the whole Hans fiasco, Anna is terrified of rushing things with Kristoff and panics so she makes herself busy helping Elsa rule the country, Kristoff knows but doesn't say anything because he himself has a lot of trust issues when it comes to humans. Elsa is still unsure of how to behave around Anna because they were practically strangers up till the whole "setting an eternal winter" thing and loves her sister but doesn't quite know how to talk to her so she sends her to do the more (+)
... socially demanding duties, since she knows Anna gets lonely. Anna thinks she's trying to send her away and panics for a bit till Elsa makes sure she knows she loves her (in more ways that she knows how to handle tbh). Kristoff serves a bit as a facilitator when Elsa and Anna don't know how to talk to each other because he and Elsa are kindred spirits (quiet, protective, not very socially inclined). Elsa and Anna help Kristoff realize he's not all by himself and can trust in humans. (Not to mention improve his hygiene because Elsa loves Anna but will not let her marry a man who eats from the same carrots as his reindeer and because Anna knows first hand that Kristoff doesn't always make the best of firsts impressions) and overall the three of them are a very dysfunctional-functional family and ok, I'm sorry this turned out longer than I expected.
