I’ve always figured that Philip is Nigerian, mostly on account of his surname, Ojomo, which is a pretty exclusively Nigerian name. People speak a lot of languages in Nigeria! Both English and French are widely spoken there, as well as literally hundreds of African languages. Seriously, there are so many.
I couldn’t tell you which ones, specifically, are the ones Philip is referring to in Oddfellows, but it would depend largely on which region he’s from, which isn’t specified by the lore, and I will admit that I don’t know enough about Nigeria or the people who live there to make an educated guess. However, given that Philip was into some dodgy dealings back before he came to the US to start over, it would have been very beneficial to him to be multilingual, and it might even be that those six are only the ones he speaks confidently. He may actually have some degree of fluency in many more languages than that.
