The scope cites roughly 375,000 CuM of ash; the BOQ shows 750,000 M3 against excavation and loading. That divergence drives fleet size, the monthly target and item rates. But the wider trap is the scope itself: GeM bid GEM/2026/B/7749539 is not haulage. One contractor must excavate, transport 50 to 100 km, then reclaim the land with membrane, compaction and a 500 mm earth cover. Reconcile the volume wrong and the whole bid is mispriced.

Land reclamation. Land reclamation, usually known as reclamation, and also known as land fill (not to be confused with a landfill), is the process of creating new land from oceans, seas, riverbeds or lake beds. The land reclaimed is known as reclamation ground or land fill. Land reclamation can be achieved with a number of different methods. The simplest method involves filling the area with large amounts of heavy rock and/or cement, then filling with clay and dirt until the desired height is reached. The process is called "infilling" and the material used to fill the space is generally called "infill". Draining of submerged wetlands is often used to reclaim land for agricultural use. Deep cement mixing is used typically in situations in which the material displaced by either dredging or draining may be contaminated and hence needs to be contained. Land dredging is also another method of land reclamation. It is the removal of sediments and debris from the bottom of a body of water. According to PSA spokesman, these include Coney Island (34.5 hectares and 2.4km of beach), Pulau Setumu (0.9 hectare), Kusu Island (6.4 hectares and 0.7km of beach), Pulau Hantu (12.1hectares and 1.9km of beach), Sister’s Islands (5.5 hectares and 0.6km of beach), Pulau Seletar (5.5 hectares and 2km of beach), St. John’s Island (4.1 hectares and 1.3km of beach), Lazarus Island (3.9 hectares), Pulau Ringgit (12.2 hectares), Buran Darat Reef (19.2 hectares), Terumbu Retan Laut (15.6 hectares), Sultan Shoal (0.5 hectares) and Sentosa (3.7 km of beach). Reclamation work in all the areas was completed last year with the exception of Kusu Island, Pulau Hantu and Sister’s Islands which were completed in 1975.
