I completely agree with your headcanon that Leo is the camp tickle monster and is a total gremlin about it XD
Piper was the most obvious ler for me. I love these two's relationship so much--sometimes I forget that they're technically step-siblings, and to Piper, Leo is like "the annoying little brother she never had".
