i think cissa agrees with the de morals but doesn't get the dark mark bc she's smart.....she sympathizes but she puts herself & her own safety first. if the death eaters win she's always been a sympathizer obviously, but if they don't? then oh woe is her, she was born into a de family and never got the dark mark, never joined them, but couldn't escape. & no one sends her to azkaban.....she's on voldy's side but above all she's on her own side, keeping her options open

and honestly, maybe that would result in regulus not taking the dark mark either? i feel like cissys marriage would be a lot more important to her if she remained a black, aka married regulus rather than marrying lucius and becoming a malfoy. they’d have a lot more to protect by marrying each other just like in the bellareg marriage au… like bella marrying reg keeps her out of azkaban because she cares a lot more about her position as a black than she did about her position as a lestrange, which is why she felt she had a lot less to lose as a lestrange/why she climbed the death eater ladder very fearlessly.
though i feel like voldy would demand atleast one of them taking the mark and most likely he’d demand that reg (the man) takes it ?? but that could also be strategic perhaps… hmmmm will ponder Further …
