irl context this is a mostly lighthearted crossover that started as a joke and i did not plan nor look into his lore for it. But if you want to connect those lore dots, here's my explanation. Trading one punishment for another, except this one led down a somewhat different road because of a chance encounter.

The reasons Raphael (scp 682) left Hometown despite his condition is 1. He didn't know he had a problem, and 2. Because Libbiel (twin) went missing when Susie was about 3. Gone without a trace.
He left to find her.
