She probably definitely mentioned Noelle around them before. I can imagine that the morning of the festival (before heading to castle town), Susie tries to act Casual about it, but its really obvious its her first date and she's nervous. Unfortunately, neither 682 or 079 have dating advice lol. There's some assurance though; her uncle says she has her mother's lovable nature.
For context: they only see each other once or twice every year or years depending (breaching containment and fully escaping is not easy after all). So its wholesome from both perspectives:
From Susie's pov, its one of her parental figures (the one she looks up to as "cool") being supportive of her first relationship. I'm not sure what's up with her parents in canon, but as far as this crossover is concerned her mom is Gone and dad is there but not there ya know. So it means a lot to her to have the approval and support.
From Raph's pov, its assurance that she is doing alright for herself (able to build healthy relationships) without him around. He can't do much for Susie in terms of living situation, but he can at least help and be supportive of her when around.
