Hi, only started getting into Dr Who's EU a couple months ago so I am pretty new to a lot of concepts in the fandom, would you mind telling me what "OT4" means?

OT4 is a general fandom term derived from OTP. OTP is short for one true pairing, the pairing you ship more than any other in a piece of media. People shipping polycules (relationships between more than two people) refer to their favourite ships as “OT3”, “OT4”, etc. because it’s not a pairing.
In the context of the Gallifrey, the polycule referred to is Romana/Narvin/Leela/Braxiatel. For a good chunk of the Gallifrey fandom’s history that was sort of the main ship that was talked about. It gets talked about less now (it’s not unpopular, just less in focus), but most older fans - and some newer fans - still refer to it simply as “the Gallifrey OT4”.

I'm going to be honest: I never remember to use tone indicators. If you aren't comfortable following someone who might use a meme without adding a /j or /s every time, you probably shouldn't follow me. You know, like, when you are going to plug your phone in, but you see that your toy is out of place, so you go fix that first, but then you notice something else, and keep doing other things instead of plugging your phone in? Is that also executive dysfunction?
That’s not Executive Dysfunction, but that is a part of ADHD! That’s just about our inability to focus on one task at a time, whereas Executive Dysfunction is the inability to start any task, no matter how small.

That’s right. It is canon that, at the start of the series, Glimmer and Adora are both around 17, and ANgella does not want such young people to go to war, but Glimmer’s personality is so stubborn that they go anyway.
I might argue that this is less about Angella being against young people going to war, and more against her own daughter going to war. She’s concerned less about all children and more about her own personal family.
Though I admit that I don’t closely examine Angella when I watch this show because I will forever hyperfocus on my son, so perhaps I missed her specifically mentioning all children.
Mind, I don’t recall her having any issues with Frosta bopping around on the battlefield.
