The Scapegoat

Vice Minister Eduardo Sandoval Mendoza, in actuality, was under immense pressure. The president's resignation was already being called for after Pablo's escape, and someone had to take the fall for this mess. Congress was holding hearings to determine who was responsible. They thought a good place to start was grilling the guy who walked into La Catedral and was kidnapped by Escobar right before he fled. For four long months he was in and out of humiliating, televised investigations by the Colombian Senate until he finally resigned and left the country for New York City.

Cartel Differences

The Cali Cartel was quite the opposite of the Medellin Cartel as shown in this clip. They were sophisticated instead of flashy and flew under the radar. It was clear by the territories they operated in. Medellin had Miami and Cali had New York. They had politicians and cops on the payroll allowing them to operate more freely. At the height of their power they had control of 90% of the world’s cocaine.

While the Medellín Cartel focused on supplying cocaine to Miami, the Cali Cartel controlled New York. It was a city that wasn’t under the microscope by the DEA just yet, but the coke was still pouring in thanks to Pacho Herrera, fourth in command in the Cali organization.
