Right so as I came into the Korra fandom a little late.. I have a question of How she is a water bender from the Southern water tribe.. Wasn't Katara the last one?

As to that, well, bending is known to be part genetics, part spirit, so even though Katara was the last waterbender in the Southern Tribe, within the last 70 years since then, a new crop of children would have been born who can waterbend unlike their parents. Katara, for example; neither her mother or her father were waterbenders. So given time and peace, once the Southern Water Tribe repopulated normally, there would be a resurgence in waterbenders. There's also the possibility that waterbenders like Hama, once the Fire Lord was defeated, would go home, though they'd probably be quite old too; maybe some of them managed to escape and have families.
There's also the possibility that people from the Northern Water Tribe moved South - Tonraq (Korra's father), is a waterbender, same as Senna, his wife and Korra's mother; Tonraq's brother, Unalaq, is the head of the Northern Water Tribe, so it can be inferred that Tonraq is from the North as well. It's not stated outright but we can infer that the watertribe population would recover naturally over time since there were still Southern Water Tribe members, even if none but Katara were waterbenders.
