[ask] Councilman Shimura Danzo has Maito Gai in his office. He hands Gai a stack of empty Mission Report papers in folders titled MISSION REPORT [CLASSIFIED]. So Gai has some extras for the future. "Wait."
Danzo also hand him a stack of vacant Property Damage Report papers. "The Council and the Hokage came to an agreement this morning. From now on, any costs of property damage get taken out of your paycheck."
Danzo isn't done. He hands him pre-labelled pre-stamped envelopes.
"You are a shining example for the next generation. So to drive the point home, the property damage sustained by your team will be from your paycheck, too."
Danzo stoicly adds a pen to the stack, so Gai has no excuse to not fill them in. He is waiting for the reaction.
Only then, his eyes narrow to show his mirth, and his finger-licking glee. "Effective retroactively, for the past month."

He doesn't know what to expect when he's called into Shimura Danzo's office. A special request? A covert mission? It is strange -- he's rarely called for a personal audience with him, and he should expect it much less now that he has a team to take care of. Surely they wouldn't send him on a mission without his team?
Gai receives the stack of blank mission reports with his back straight, shoulders pulled back. He doesn't need these -- oh, property damage reports?
Something twists in his stomach as he hears Danzo's words. Gai blinks down at him, giving an uncomfortable smile in an attempt at placation. "Shimura-san, I don't think---"
He gets cut off by the envelopes getting smacked atop the pile, and the assertion that the damage from his team will also be from his paycheck.
"But---"
"---Effective retroactively, for the past month."
Gai is silent, his features morphing with an uncharacteristically glum pull. He supposes it's only right that he does pay for the damages he's caused. And he isn't going to complain about his team's damage being pulled from his paycheck -- he's not going to expect his precious genin to use their meagre salary to pay for repairs -- not when two of them especially need the money.
But retroactively?
This is not a request. It's not a mission. It's just extortion.
Not even in a funny way, not the way Minato-sensei used to provoke him teasingly but pat him on the back at the end of the day and tell him that he did well. Danzo's eye was filled with mirth, but something about it doesn't feel friendly to Gai.
He straightens again, and looks Danzo in the eye, before bowing. "Rest assured I will return these forms, filled, by the end of tomorrow."
