Permuted vigilante groups exist for a variety of reasons, many stemming from dissatisfaction with current society. Some reject government oversight and the mandatory F.B.A.I. Registry as infringements on privacy and personal freedom. Others are driven away by the intense competition of the professional heroism industry, which they see as favoring influence, profit, and reputation over justice. Some target the exploitation of vulnerable individuals by criminals, corrupt officials, and even government entities outside legal channels, despite it being illegal under the Sectorized Patrol Act of 1980. No matter their causes, all these organizations declare independence from the system, operating in secrecy.
