LTE Spectrum Fragmentation Threatens International Roaming

As LTE spreads across the world, spectrum fragmentation threatens to increase carriers’ costs and reduce quality of service for users. The problem is that different countries operate on different 4G spectrum band combinations. In North America, the dominant spectrum frequency combination is 700MHz and 2100MHz.  Latin America operates on the same combination, but also on 2600MHz.  But Western Europe uses 800MHz paired with 2600MHz, sometimes also paired with 1800MHz.  And Africa pairs 2100MHz and 2600MHz spectrum frequencies. According to GSMA Wireless Intelligence, by 2014 there are expected to exist 200 live LTE networks using at least 38 different frequency band combinations. This fragmentation creates a chaotic environment for both carriers and device vendors. According to Vikas Chanani, analyst for ICT Practice at Frost & Sullivan, “It is not feasible to support over 30 different bands on a single handset”. That means developers have to pick and choose which bandwidths they support.  This raises costs and also limits international LTE roaming. The problem can be seen with the iPad 3, which uses the 700MHz and 2100MHz band combination. The device worked well in North America and areas of Japan, but didn’t perform in Europe or most of Asia.  In Australia, angry users found that the iPad 3, billed as a 4G device, couldn’t perform LTE roaming because Australia operated on the 1800MHz frequency band.  Apple was forced to issue refunds, taking a sizeable chunk out of their profits from the device. As the example of the iPad 3 illustrates, international roaming in this fragmented LTE world is a problem. Users expect to be able to take their LTE devices with them when they move or travel. They expect their devices to work equally well in Australia as in Europe as in the United States, and as Apple’s experience shows, they become outraged when their devices do not.  For carriers to succeed in this fragmented world, they need to find a way around this problem.
