Its not racist it's set in the 1920's, it's historically accurate.
The quote posted with the original answer can spread more light on why many people have found Daisy and the Vox's portrayal in the game to be offensive. Frankly, we agree that the game's handle on the story was very poorly done.

Historical accuracy is acknowledging that racism occurred in 1912, but racism is the fact that the narrative does not punish the player for engaging in Columbia's racism (as with the raffle where you can choose to throw the ball at the couple with no real repercussions), and actively punishes the only empowered woman of color in the story for fighting it (calling her a monster and killing her despite the fact that, as the referenced video said, if this was Daisy's story the violence would only further empower her).
