If I use a doubling cube to double mana produced by Pyromancer's Goggles, does the doubled mana still have the same effect as the original mana?

No.

Doubling Cube only duplicates the color (or colorlessness) of the mana currently in your mana pool. Other restrictions and riders on the mana aren’t copied.

If you manifest a card with an effect that triggers when it enters the battlefield, would the effect go off when it enters, when it's turned face up, or not at all?

Not at all.

When the creature entered the battlefield, it was face down which means it has no abilities, so the ability doesn’t exist at that time. When it’s turned face up, it’s already on the battlefield so the ability won’t trigger then either.
