I don't think that Ugo's idea of having one king is right. In Alma Torran, they also had one king and things ended pretty badly in the end. Besides, I'm not sure if I trust the Dijiins' wisdom. Three of them chose Kouen, who uses tyrannical methods and seven of them chose Sinbad, someone who according to Yunan has too much power in his hands. Not to mention, that other dijiin users are uncapable of becoming kings with their current personalities and powers.
I think that having more than one king is more balanced, because no one can become the ''perfect ruler''.
