I think of it more as how Mickey mouse ears always face forward, but its just Fours whole body

Yeah, that’s called a cheated angle; sometimes when a character has a distinguishing or iconic visual trait (such as Mickey’s ears) the animators are better off choosing style over realism to keep it visible from all angles so the character is more appealing/recognizable. Four really takes it to the extreme, though!
