I think the reason Warren works as a "human" villain is that the show doesn't ever try to dehumanize him or turn him into a monster in a literal sense. He has very human interests, he's a nerd, he has friends he clearly likes, he was bullied growing up, he's got a special interest in mechanics and in spite of all of this he's still a loathsome, awful person and the show doesn't make you forget this. He's never turned into a caricature or a parody of himself and his evil is always performed and written with a sense of gravitas.

I think it speaks that the writers managed to make a character who feels so human that their status as a villain is actually improved by it. A lot of the time it ends up invoking sympathy but you can look at Warren's various experiences and never lose sight of who he is. Really good character work all around.
