Does it count if you ARE the city? I still say so. Though he was born into it, Anysus would still enjoy it willingly even if he was not. Carthaginians always believed in business first, battle absolute last. Why do you think they only hired mercenaries? War meant no trade. In fact, pre-Punic Wars, most of their wars were extremely short, defensive, or ended in stalemates. 

Anysus is an extremely fair merchant and sells for the good. His love for trade translates into him loving math and being a savvy businessman in modern AUs. The Phoenicians are a huge old money family, and Anysus becomes the CEO when it’s his time.
