@ad127 No in the first episode the Kazon Ogla were interrogating Kes for information also they weren't trying to enslave anyone they were trying to get to the Ocampas water it's stated that the Ocampa have all the water on the planet that's the reason Janeway bring water tanks down to the planet to begin a conversation with the Ogla the Kazon are only hostile after Neelix takes the Maje hostage there is a mention from Maje Jabin saying that the Ocampas make "bad servants" but servants and slaves are different things and in the episode Jabin was unwilling to sell Kes as a person trying to repeatedly change the conversation I suggested you rewatch the pilot of Voyager
Also more on the servants thing we never see any proof of any servants he say the remark to discourage Janeway trying to "Buy" he believes she wants Kes as servant it seems he's unwilling to give up someone who can lead him to water in the end I'm not even sure the Ogla keep servants considering he said it as a ploy
