Apply a light pearl-blue cream shadow all over your eyelid. Blend it up to just under the brow to use it as a highlight. Since it’s not white, it won’t give off that "too gyaru-like" look. That’s the key point.
Next, use a bright blue powder shadow over the entire eyelid and blend it out with a brush. Be careful not to make the blue too intense, or it’ll end up looking too heavy and flat.
Now bring in a shadow pencil that’s one shade darker than the blue shadow. Apply it slightly thinner than your double eyelid line. This helps add depth and definition.
Apply the same blue shadow pencil along your lower lash line just like on the upper lid. Draw a clean, defined line. The trick here is to make both the inner and outer corners a bit thicker.
On your upper lid only, layer a black eyeliner over the blue liner. Keep the line thin so you don’t erase the blue underneath. This sharpens the look. Finish with mascara and you’re good to go!
