'Corruption-related stories' prompted 2 politicians to order up PR blitz, according to allegations
A pair of Toronto city councillors hired a scrappy political strategist to wage a multi-front PR campaign after CBC News ran stories examining their ties to local developers, with one of the councillors privately making threatening comments about a CBC reporter and compiling a "research" dossier on him and political foes, according to allegations in a lawsuit.
Then-councillor Justin Di Ciano and Coun. Mark Grimes hired the firm of strategist Warren Kinsella, an ex-adviser to former prime minister Jean Chrétien known as the "prince of darkness" of Canadian politics, and paid him an initial $10,000 retainer, the lawsuit says.
Kinsella's firm sued when they didn't pay subsequent invoices.
The PR campaign was to include complaints to CBC about its reporting, slipping "pertinent information" to competing media, arranging for letters to the editor to be signed by the councillors' friends and relatives, and the creation of "myriad" websites and social media accounts promoting the politicians and their message and attacking a past electoral rival.
"Late on the evening of Oct. 24, 2016, Di Ciano and his brother, Julien Di Ciano, contacted Kinsella and said that he and Grimes were being targeted by CBC News reporter John Lancaster and others, and they wished to retain [Kinsella's firm] Daisy Group to provide public relations," says the statement of claim, which contains unproven allegations that were never tested in court.
Then after midnight, the lawsuit says, "Di Ciano sent an email to Kinsella and other Daisy Group staff attaching five documents containing research about John Lancaster and political critics of Di Ciano and Grimes."

The police investigation that led to election-finance charges against two Toronto city councillors last month unearthed some eye-popping allegations from witnesses and saw officers execute a search warrant at a high-profile political strategy firm, court records obtained by CBC News show.
OPP investigators say they heard from witnesses that "cash envelopes" were "funnelled" to Justin Di Ciano's election campaigns, that a developer groomed him over years to get him elected and help get projects approved, and that the same developer provided construction work to Coun. Mark Grimes.
Detectives later searched the offices of Campaign Research, a polling and research firm with close ties to Toronto Mayor John Tory, amid allegations that work done by the firm was provided to — but not properly declared by — Di Ciano and Grimes.
None of the revelations have been tested in court.

My Endorsement - Ward 6
Although I live in Ward 5, I'm very involved with the community of Ward 6 as well, due to the fact that it is also part of my riding. I spend a lot of time down along the waterfront and on Lakeshore and the Queensway. It's definitely part of my regular stomping grounds. Currently, that area is represented in city council by Mark Grimes. I simply do not see eye to eye with Mr. Grimes, who has demonstrated quite clearly that he is willing to put his own personal interests ahead of the interests of his constituents (for reference, note how he ignored essential City of Toronto safety regulations in an attempt to support a business associate's attempt at rent seeking - fortunately defeated by more enlightened councillors). Given this, it's clear that I could not support him. However, I also want to support a replacement who will offer a keen understanding of the needs of our community with specific policies to address those needs. I'm looking for someone with a deep connection to the region who has demonstrated passion for making it even better. As such, I am very pleased to be supporting Russ Ford for city council. I believe that Russ Ford will be a much needed voice on council for us, the community members of Etobicoke-Lakeshore. Russ has proven his commitment to the region and its people in his many years as head of LAMP Community Health Centre, and I am eager to see him bring that passion and knowledge to city council. What's more, Russ is respected as a man of integrity in the community, and with good reason. This is not someone who will play political games with the safety and well-being of his constituents. And that matters. This is a Ford I can be proud to support, and I'm looking forward to seeing a new face representing Ward 6 on council after the election on October 27th!
