This is obviously untrue considering rat's unparalleled intelligence in the mortal realm. The Rat King forms naturally after a controlling human abdicates from their rat-controller position, it functions as a wheel of fortune, whichever rat is chosen will be added to the meat cookie made from the former rat-controller person.
