Would Ash's Pikachu be able to Mega Evolve?

No, I don't mean if he'd evolve and then Mega Evolve. I'm asking if Ash's Pikachu would be able to just skip Raichu and Mega Evolve into these guys:

They'd be called "Mega Pikachu" for him of course, though.

Just imagine all the funny antics mega pikachu can get into. Like in the pikachu Valley episodes.
