Starscream considers trying to explain that their own version of Soundwave is unavailable due to the fact that he's either dead or the Soundwave attacking, but you know what? This isn't his Megatron. Starscream doesn't owe him an explanation. With luck, he'll never meet him.

Considering that Starscream is in an all-but-sealed-off timeline which already has its own Megatron (and which is not the Megatron currently talking to him, unless said Megatron is interested in being dead within the next couple of days), he's probably not talking to Megatron face-to-face, and thus probably doesn't get to see the angry glare. But he can certainly hear the anger in Megatron's voice over the comm line.
