it’s mostly cato’s idea that got peeta into the alliance. she remembers the stern voice of cato, warding off any form of disagreement towards the idea. clove still thinks the boy from twelve is not to be trusted, no matter what he says he could do for them. but she lets it be, decides to keep her mouth shut and leave the conflict to the rest of their allies trying to disagree. in the end, they’re all going to betray each other anyway.
