Not really, it’s just the standard SFX for clapping-- e.g. “clap clap” or “pachi pachi” in Japanese.

Hey - I'm trying to find a specific art theft occurence where someone took a 2d design without permission, made it a 3d model, uploaded it to a site and then the site refused to take it down and pay the original artist anything, eventually giving (c)

(c) the money they owed the artist to charity instead. It was a pretty big post on tumblr - ring any bells? Thanks.

Hmm. It does sound  familiar. Unfortunately, it sounds like a lot of shady things terribad companies pull.
