Gai has an uncanny ability to summon tears, often in "emotional outbursts" that are driven by reactions to nature/beauty, "regret", or grief.
"Regret" is particularly interesting because I think Gai often doesn't regret in the sense that he wishes he had chosen differently, but he regrets in the sense that he wishes things could have been different. There's a certain staunchness that he bears towards his philosophies and his choices. An example of this is when he uses physical discipline towards Lee. And on a slight tangent, I don't think Gai allows himself to think much about "what if"s. What's the use? He mourns what is lost, and what is, but it isn't quite a full "regret".
How often: several times a week, usually out in the open and very loudly for more trivial everyday expressions of Overwhelming Emotion!
But actual, grieving tears are probably much less frequent - in fact, I would dare say maybe never, really, once he's Past the season. He Tries not to look back. Things that make him really cry are: when his dad died, when Kakashi tells him about One of his scars, after the war, etc. And, mostly, those are in private.
