Mercantis if it is ever depicted in the webtoon should be built like Ikea. You know how they have those little fake bedrooms in Ikea where everything has a price tag? From the carpet to the ceiling light to the tap in the bathroom. It all can be had, for a price.
All property within the city should have an actual price, which cannot be refused if matched. I think it would play well into the whole fanatical faith the rest of the free cities have. Unless the merchant lords/ some other authority declare a person/entity unfit to profit from the endless resources of glittering Mercantis, the city of Bought and Sold will ever meet your needs
