"Agora" 106 iron cast figures, each  about 9 feet tall, shell like, frozen  in walking movement

I've been trying to figure out the name of this artist for 5 years.  She had a public art installation in the southern part of Millennium Park in Chicago.  I remember looking out of my friends apartment at night and seeing these tall dark figures and being so spooked out and intrigued.  I love large metal works
