This looks Hieronymus Bosch inspired— I had to double check the date, because it has a lovely medieval feel to it. While one of her two tails is curled around his leg, he has her by the hair, at what looks to be a public shaming. As two tailed sirens have long been used as symbols of sin, this looks like a similar allegory.
