I think the ban on cats but not dogs might be bc cats pee in places humans are unable to find (scientific fact) but are able to smell no matter how much you clean and scrub. Dogs generally pee on furniture or the floor, but cats don't seem to function on the same level as us mortals (also scientific fact). That, or the owner of the building just hates cats.

the cat pee thing could be it!! altho, I believe you can find cat pee spots with a handy-dandy blacklight. not like any of us currently own a blacklight, but... tbh my future catlady form will require an entire arsenal of tools, and blacklight is among those tools
