Why do you think Lucius Fox told Captain Barnes where Jim was? It implies that Lucius trusts Barnes, or did I get that wrong?

In the comics, Fox is known to be a good judge of character and although Gotham’s Lucius is young, I already sense he is heading in that direction. I think Lucius told Barnes about Jim’s whereabouts because Lucius is pragmatic.
Fox is aware that Bruce’s life is in danger and that the Gotham Squad could benefit from backup. He knows that Barnes is the captain and invested in the situation. So, why not appeal to Barnes’ support? Also, I think it is possible Lucius was testing Barnes at the same time.
