A have a theory - Honey is A/C and got double strap boots but Millie is A/C and didn't. Could this strengthen the argument that Honey is 2nd cover Parr because if she has the replica costume then she can have double straps to match. Whereas Millie could have an alt costume which doesn't work well with double straps.
It actually seems like Honey may instead cover Boleyn! There are a few different videos that seem to have a 2nd Boleyn costume in her slot.
Honestly, I think there's no hard rule. It differs from cast-to-cast with pretty minimal rhyme or reason, and while there are some trends they seem to get broken at unexpected times (i.e. Milly Willows also only has single despite covering A/P). It's also worth noting that the US in particular generally gives it to one alt with really no obvious correlation to covers. All around, I think the assignment is based on, yes, the alts' covers, but also other factors like the cover combos in the cast broadly and actors' height/build.
