There's a council? How does it work?

Is it just for decisions made for Bithaalton or does it include people from nearby places too?

"Twice a month I and the council meet to discuss current affiars. Matters such as structure, construction, and expansion, as well as current and future alliances, trade routes, and on a more local level, current laws and education. We discuss things such as curfew, guard rotations, and other such tooics. Any decisions that I make for the town must go through council, and if we can not come to a resolution in one meeting, we carry it over to another, until they can all agree."

"Members of council can be voted in, or out. In fact, since I began, the council has expanded from 4 members since I first started here, and we have had 2 replacements just this year."

"I believe we shall be discussing a new trade route come next meet. I have been itching to travel again..."
