It took me total of 3 years to understand why a cop would fall for a terrorist, is it because it's just how anime works? No, there is way more to that.

Nishijime love still might doesn't make sense, but it didn't just come from nowhere.

In the very beginning of the anime we see Minene dressed as an agent, probably as Nashijime's colleague

Probably she infiltrated in there, and that's where Nishijime had the aquintance of her

It doesn't fully justify Nashijime but it shows that it is not just randomly come from nowhere these feelings for her
