first headcanon that pops into my head: I feel like he and Felicity had at least met one time even if we didn’t get to see it on screen. It was probably some random happy accident and they both had “oh so you’re oliver’s other friend” moment and tommy probably hit on her just because he’s tommy, but he was on the receiving end of one of Felicity’s death glares. 

favorite line from this character: “You want to get to him? You've got to go through me. Wow, they are probably going to go through me.”
