ARE YOU SEEING THIS??????? THAT'S NOT REPLACEMENT ANIMATION ALL THOSE FEATHERS HAVE TO SLIDE UNDER EACHOTHER LIKE AN ACTUAL FREAKIN' BIRD I'M-
Looks like she might have some gooseneck armature going on inside her neck. Kind of like Susan from Missing Link she has a lot of overlapping petals of feathers (fur in Susan's case) and a lot of external bulk to make her as life-like as possible. I'm assuming that face is Rapid Prototype/3D printed. I can't think of what else it'd be.
(ALSO yea the character is a male in the book but the eagle is female in the film. Got that from a magazine article.)
