The grave was, by all accounts, a symbolic gesture and not much more.  Zatara was far from dead in the conventional sense, but at the same time, there would surely be questions about where he was.  This method was more than harsh, yes, but it was also necessary.  More than anything else, though, Bruce was more concerned with the life left behind.  A child, now without a parent... Bruce knew full well what that was like.  Maybe that’s why Bruce Wayne was here, and not Batman.
