Maybe tell him directly that you are not interested in him. From my understanding there may have been miscommunication here.

You haven't directly told him "no, thank you" but keep saying "maybe later" and hope he'll take the hints. It works just as well in real life as in romcoms (aka. not at all). Tell him how you feel *directly* no easy let downs. They won't work and will just give you stress and make him sad in the long run.
I have now set him the following message: Hi, I have no wish to continue a relationship with you. I have realized that I have been unclear, and that the things I’ve said hasn’t made this obvious enough, given that you still try to contact me, despite me not answering. I had hoped that my lack of reply would then be answer enough on it’s own, but it seems like it isn’t. You messages vaguely conceal a hope you seem to carry for a continued relationship, and I can not let you have that hope any longer. I wish you all the best in life, but that life will not be shared with me.

I feel like I might have been a bit blunt, and maybe mean, but I’d rather he think me mean, than that he think me a possibility. At least the above message isn’t unclear in any way.
