I wouldn’t go quite that far, there is Seiga after all.

My vendetta against that particular fictional character aside, Touhou does have its share of duds that err too close to generic for my liking.  The myriad of forgotten PC-98 characters attest to their lack of memorability, but the Windows games haven’t had a perfect record either.  Medicine Melancholy, the Aki sisters, Kyouko, and the Tsukumo sisters come to mind as characters with some combination of uninteresting designs, unimpressive personalities, and other factors that don’t make them memorable.
