Worn Powerstone- Wondrous item, Rare

This stone radiates a powerful warmth and energy, and its surface has been worn perfectly smooth, as if through years of touch. This item has 3 charges. While holding the stone, you can use an action and expend a charge to cast any Wizard spell of 2nd level or lower with a casting time of 1 action. Alternatively, you can spend 1 hour to permanently attach the stone to any magic item which has at least 1 charge and has the ability to regain expended charges. Doing so adds 2 charges to the maximum number of charges the item can hold.
