Is Luna's government any different from Celestia's?
The legends of Princess Luna’s Nightcourt tell of shadowy political games, blackmail, and brutal plots by the nobility to backstab each other. All while Luna herself and her Shadowbolts orchestrate gambits that span millenia of planning.
While it is true that the Princess delegated a lot of power to the nobility, they must still overtly at least pretend to be serving the greater good of Equestria, especially now that her sister has returned to threaten the nation.
The common ponies still love and trust their Princess, but they may be a bit more wary of Her Court!
