Points and Motions ✨
There are different points and motions that will inevitably be used in every mun asembly, I’ve made a small guide to what those points and motions are and what they’re used for:
Points:
Point of Information: A question asked, normally after a delegate has delivered his or her speech. This is your chance to attack or highlight a certain portion of a speech.
Point of Clarification: A question asked by delegates to clarify the technical properties of a resolution or speech. Such as the use and meaning of words or incorrect punctuation use.
Point of Personal Privilege: A point asked to the chair to change something making you uncomfortable, such as temperature, technical issues, or inability to hear the speaker. This point is also used for asking to step out if the committee room. This is the only point that may interrupt a speaker.
Point of Order: A point made to the chair bring attention to a rule violation made by a delegate or a chair.
Point of Inquiry: A question directed to the Chairs about MUNA procedures.
Point of Parliamentary Procedure: A point which refers to the rules of the procedures.
Motions:
Motion for a Moderated Caucus: A form of continuous debate in which speakers give their positions on the topics at hand. Normally, the delegate must give a purpose, speaking time, and total time when making this motion.
Motion for an Unmoderated Caucus: A motion for an informal form of debate where delegates are free to leave their seats and discuss with other delegates. This motion is normally made when it is time to merge or write draft resolutions.
Motion to Move into Time For: This motion is to made when those planning on speaking in favor of a resolution or amendment wish to speak.
Motion to Move into Time Against : This motion is to made when those planning on speaking against a resolution or amendment wish to speak.
Motion to Move into Voting Procedure: When a delegate feels the topic has already been thoroughly discussed, he or she motions to move into voting procedure so that whatever was being discussed is put to a vote.
Motion to Table a Resolution: This motion is to put aside the resolution at hand to discuss it at a later time. This is normally done if the resolution isn’t producing debate or if the committee is running out of time and you want your resolution to be discussed.
Motion for Division of the House: This motion is used to disallow abstentions when voting for a resolution.
Motion to Adjourn: Motion to finish the current committee session.
Motion to Reconsider a Resolution: This motion calls for a re-debate and a re-vote of a resolution that has been debated. The resolution to be reconsidered may be debated after all resolutions.
Motion to Extend Debate Time: This will be at the chair’s discretion and is not debatable.
Motion to Recess: Motion to end the conference.
Right of Reply: A request to the chair to speak to answer a delegate that has answered your question. Similar to a POI, but without a question.
