I always thought this scene was just Hannibal stopping at the newspaper stand so he could get a look at the man following him, but now I think he was being followed while he was already going to the newspaper stand. I never noticed he was buying the International Herald-Tribune here. He had to see if his girl wrote to him. You know he was doing this every Sunday for the 7 years since his escape too.
