In truth; I feel like the Fellowship had the capability to force the Driver into it. I mean, that's practically what happened after the Driver completed the [most vague ever] initiation process. I could see Jack still sending Fellowship members out to dress up the Garage, maybe hiding a bit more threatening tones and messages in his words, all under "helping a wayward soul to freedom when they are blind to the path."
