It commemorates a specific date (June 19, 1865) when the Union Army announced federal orders in Tx proclaiming that all slaves (there & elsewhere in the South) had been freed. News which arrived nearly 3 yrs AFTER the #EmancipationProclamation was signed by Abe Lincoln January 1st 1863.
